In order that Kinshiro might have a younger brother to inherit a house, he comes out of his house and leaves from Edo. In the middle of the trip, Kinshiro meets with Jirokichi, and their relations become good, and decide to travel together. However, they can not foresees a future in which Kinshiro will become a magistrate and Jirokichi, a thief. Also, they will meet in a criminal court. They help Otsuta, an entertainer with many troubles.
